The ministry handles around 10,000 permits and procedures each month. It is always busy but it lacks adequate organization to handle this load of work. Most of the people coming to MOL lack the knowledge of the correct documents and procedures to follow for their administrative procedure to be accomplished. Therefore, they will waste their time and the employees' time and increase the chaos in this ministry.

CDP agreed with MOL to develop a brochure for each of the 6 major procedures and make it available to the public by disseminating it on the entrance of the ministry and its various regional offices, or via the website or through posters which will be displayed on the ministry’s entrance (and its regional offices) for more exposition.
